Best Commuter E-Bikes for Melbourne Riders

I commute around the CBD and surrounding suburbs, and the thing nobody tells you is that the bike matters less than whether it's legal, serviceable and charged. This guide is how I'd choose — specific models are listed only once I've ridden them or can verify the details.
Step 1: make sure it's actually an e-bike
In Victoria a road-legal e-bike is either an EPAC (pedal-assist, max 250 W continuous, assistance cuts out at 25 km/h, throttle only up to 6 km/h “walk mode”) or a legacy power-assisted bike of 200 W or less. Anything stronger, faster, or without working pedals is an unregistered motor vehicle on public roads and paths — with fines over $1,000.1,2 Plenty of bikes sold online as “e-bikes” don't qualify. Since early 2026 the national import definition again references EN 15194, including anti-tampering rules.3
Quick picks
| Pick | Best for | Price (AUD) |
|---|---|---|
| [Model A — Kirk to test] | Flat commutes | [verify] |
| [Model B — Kirk to test] | Hills (e.g. Westgarth, Clifton Hill climbs) | [verify] |
| [Model C — Kirk to test] | Budget | [verify] |
What to look for
- Motor position. Mid-drive motors use the bike's gears and suit hills; hub motors are simpler and cheaper to maintain. Either can be legal.
- Real range. Claimed range assumes flat roads and low assist. Work out your return trip, then buy for roughly double it so cold mornings and headwinds don't strand you.
- Battery certification. Transport Victoria suggests looking for AS/NZS 3820, UL 2849 or EN 15194 plus the Regulatory Compliance Mark.1
- Local servicing. A shop around the CBD and surrounding suburbs that stocks parts for your brand is worth more than a cheaper online deal.
- Train trips. Converted e-bikes are banned from Victorian trains and ticketing areas.1 If you plan to mix modes, check current bike-on-train rules with Transport Victoria before relying on it.
- Weight & storage. If you live upstairs or in a flat, carry weight and where you'll charge matter (see our battery safety guide).
